The Institute of Population and Labor Economics, Chinese Academy of Social Sciences (IPLE-CASS), was established in l980 and the current director is Professor CAI Fang.
1. Research Aims and Tasks
IPLE participates in the researches of demography, labour economics, social security theories, and questions of population and labour employment. The research interests include: demographic theories, demographic policy, demographic economics, labour economics, labour and social security, employment and human resources, demography and social development, demographic statistics, aging society, migration and urbanization, demographic history, and so on.
2. Staffs and Organizations
The institute has 50 fulltime staffs, including 25 senior researchers and editors. CAI Fang is the Director, ZHANG Juwei is the Party Secretary, and XU Jin is the vice Director. It has 6 research divisions, which are Labour and Human Capital, Social Security, Labour Relations, Statistical Demography, Population and Social Development, and Population, Resources and Environment; two editorial departments ¨C Chinese Journal of Population Science ¨C a bimonthly journal, Almanac of China's Population ¨C an annual publication; and an administrative office in charge of project management, international coordination, administration, personnel and finance.
3. Centre for Human Resources Research
Center for Human Resources Research, CASS, was founded in 2000 and affiliated to IPLE. It focuses on the researches and development of labour economics and on the theories and policies of Chinese human resource development.
4. Centre for Labour and Social Security, CASS
The Research Centre for Labour and Social Security, CASS was established on July, 2007 and affiliated to the Institute of Population and Labour Economics. The Centre focuses on researches of labour and social security theories, handles with relevant research projects and investigation, and organizes academic conference and communication. It has close contacts with national and international experts and has contributed to policy initiation at state, local level and enterprises and supported consultation and advices according to practical problems.
5. Centre for Aging (Senium) Science
The Research Centre for Senium Science was established on 2000 and formally affiliated to IPLE in 2010. The Centre focuses on the problems of social economic development and pension in the aging society, and deals with relevant social investigations, researches and communications. It handles with relevant projects, organizes academic conferences and social activities, contacts with international experts and provides consultations and suggestions to state and local government.
6. Research Projects and Results
Since IPLE was set up, its researchers have been conducting many important research projects from state government and CASS, including the followings.
In the Sixth Five-Year Plan Period (1981-1985), the institute undertook two Key Projects of the National Program of Philosophy and Social Sciences: ¡°Chinese Population and Employment in 2000¡±, the first part of ¡°China in 2000¡±£¬ won the award of the State Scientific Progress in 1988; ¡°China Today: Population¡± is the first volume of the China Today series. ¡°The Report of The Projection on the Chinese Employment in 2000¡± and ¡°Professional Technique Education¡± and other publications had considerable influences.
In the Seventh Five-Year plan period (1986-1990), the institute undertook two key projects of the National Program of Philosophy and Social Sciences. One was ¡°The Survey on the Chinese Old Population and the Reform on the Social Security System for Old Population¡±, leading to the publication of ¡°China l987 Aged Population Over 60 Years (Old) Sampling Survey Data¡± and 3 Volumes of ¡°China's Old Population¡± related to population, economy and society. The other is ¡°The Survey on the Chinese Population Migration¡±, and published ¡°China Migration of 74 Cities & Towns Sampling Survey Data in l986¡± and ¡°Chinese Population Migration¡± in Chinese and English. In addition, there were some key research projects issued by CASS, for example, ¡°Population Issues in the Reform and 0pening¡±, ¡°The Population of the Coastal Area and the Economic Development¡±, and ¡°Statistics and Study on Chinese Population Data Over Years¡±.
In the Eighth Five-Year Plan Period (1991 -1995), the institute undertook a National Social Sciences Fund Key Project ¡°Fertility Analysis at Micro Level and the Study of Mechanism of Population Control¡±; and two Important Projects of CASS ¨C ¡°Household Economy and Fertility of China¡± and ¡°Study on Contemporary Women's Status in China¡±. Both have finished the sampling surveys and data collection in l0 provinces and cities of China, publishes monographs and paper collections in Chinese and English. Other achievements included ¡°The Boom-decline and Policies to China¡¯s Population: Research on Demographic Policies of Feudal China¡±, ¡°Accelerating to Solve the Population Problem in Modern China¡± and so on.
In the Ninth Five-Year Plan Period (1996-2000), the institute undertook two National Social Sciences Fund Key Projects ¡°Population and Sustainable Development¡± and ¡°Chinese Population of Minority Nationalities¡±; and two key projects of CASS ¡°Humanity in Regional Development¡± and ¡°Migration and Population Mobility in 1990s in China¡±. Other projects included ¡°General Research on Recent Human Resources Development¡±, ¡°Population and Community Development¡±, ¡°Nutrition, Health and Productivity in China¡± and so on.
In the Tenth Five-Year Plan (2001-2005), the institute undertook National Social Sciences Fund projects ¡°Demographic Problems in Building Up A Well-off Society¡±, ¡°Institutional Demography¡±, ¡°The Increase of Gender Ration and Selection of Solutions¡±, ¡°The Influences of Birth Rate Change on Labour Demand-Supply and Long-term Growth¡±, and ¡°Management of Population Information¡±; CASS Key Projects ¡°Study on the measures and policy for solving a problem of employment in mid-long-term in china¡±, ¡°China rural development and raise of income of peasantry: poverty, disparity of income and raise steadily¡±, ¡°Evaluating of effects of Chinese population policies and the conversion of the notion ¡±, ¡°Study of the impact of aging on the economy and society and the choice of policy¡±, and ¡°Study on Reemployment and social security in some cities of higher unemployment in China¡±. Other projects were ¡°Study of urban poverty and migration of shanty community in China city¡±, ¡°Study on the differences and contributing factors for obtained education of china population¡±, etc. Main publications included <The Political Economy of Labour Mobility>, <Transition and Development of Chinese Labour Market>, <Demography Study>, etc.
In the Eleventh Five-Year Plan (2006-2010), the institute undertook National Social Sciences Fund Key Projects ¡°Employment Trends and Policies of China in the Next 5 to 10 Years¡± and general project ¡°Urban Community Structure and Employment, Residence and Inclusion of Migration¡±; CASS Key Projects ¡°Aging and Potential of Chinese Economy¡±, ¡°Demographic Mobility, Future Space Distribution and Regional Balancing Growth¡±, ¡°Study on Population Migration and Policies of China¡±, and ¡°Quantitative Research on the Change of Chinese Birth Policies¡±. Other projects were ¡°Study on Rural Medical Reform and Peasant Economic Behaviours¡±, etc.

7. Graduate Program
Department of Demography and Labor Economics of CASS Graduate School is affiliated to the Institute of Population and Labour Economics. It has 8 doctor supervisors and accepts postgraduate students, both nationally (including Taiwan, Hong Kong and Macao) and internationally, in programmes of labour economics, population, resources and environment economics, and demography.
8. Periodicals and Publications
The Chinese Joural of Population Science, a bimonthly journal, publishes high quality articles on demography and labor economics.
The Almanac of China's Population is a reference book composing of theoretical and policy information on population.
The Green Book of Population and Labour, which the institute publishes about Reports on China¡¯s Population and Labour, has been issued every year since 2000 and focuses on the research results, problems and expectations related to population and labour.
The China¡¯s Labour Economics, a quarterly journal, was started in 2004 and publishes high quality journal in labour economics.
